Tongues and Holy Spirit Baptism

Isaiah prophesied Holy Spirit Baptism:

Isaiah 28:9-12 KJV
Whom shall he teach knowledge? and whom shall he make to understand doctrine? them that are weaned from the milk, and drawn from the breasts.

[10] For precept must be upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little:

=> [11] For with stammering lips and another tongue will he speak to this people.

[12] To whom he said, This is the rest wherewith ye may cause the weary to rest; and this is the refreshing: yet they would not hear.

Jesus instructied us:

Mark 16:17 KJV
And these signs shall follow them that BELIEVE;
In my name shall they cast out devils;
=> they shall speak with new tongues;

In Pentecost Day:

Acts 2:4 KJV
And they were all filled with the Holy Ghost, and
=> began to speak with other tongues,
as the Spirit gave them UTTERANCE.

Peter in Corneliu (Gentile) house:

Acts 10:44-46 KJV
While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
[45] And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
=> [46] For they heard them speak with tongues, and magnify God.

Paul in Ephesus:

Acts 19:4-6 KJV
Then said Paul,

*** Water baptism ***
John verily baptized with the baptism of repentance, saying unto the people, that they should believe on him which should come after him, that is, on Christ Jesus.
[5] When they heard this, they were baptized in the name of the Lord Jesus.

*** Holy Spirit baptism ***
[6] And when Paul had laid his hands upon them, the Holy Ghost came on them; and
=> they spake with tongues, and prophesied.

Paul said:

1 Corinthians 14:2 KJV
For he that speaketh in an unknown tongue speaketh not unto men, but unto God: for no man understandeth him ; howbeit in the spirit he speaketh mysteries.

1 Corinthians 14:4 KJV
He that speaketh in an unknown tongue edifieth himself; but he that prophesieth edifieth the church.

1 Corinthians 14:5 KJV
I would that ye all spake with tongues, but rather that ye prophesied: for greater is he that prophesieth than he that speaketh with tongues, except he interpret, that the church may receive edifying.

1 Corinthians 14:13-14 KJV
Wherefore let him that speaketh in an unknown tongue pray that he may interpret.
[14] For if I pray in an unknown tongue, my spirit prayeth, but my understanding is unfruitful.

1 Corinthians 14:18 KJV
I thank my God, I speak with tongues more than ye all:

1 Corinthians 14:26 KJV
How is it then, brethren? when ye come together, every one of you hath a psalm, hath a doctrine,
=> hath a tongue,
hath a revelation, hath an interpretation.
Let all things be done unto edifying.

1 Corinthians 14:27 KJV
If any man speak in an unknown tongue, let it be by two, or at the most by three, and that by course; and let one interpret.

1 Corinthians 14:39 KJV
Wherefore, brethren, covet to prophesy, and forbid not to speak with tongues.

Paul:
Ephesians 5:17-19 KJi
Wherefore be ye not unwise, but understanding what the will of the Lord is.
=> [18] And be not drunk with wine, wherein is excess; but be filled with the Spirit;
=> [19] Speaking to yourselves in psalms and hymns and spiritual songs, singing and making melody in your heart to the Lord;

Note:
Compare Ephesians 5:17-19 with 1 Corinthians 14:26, you will notice the "tongue" part is missing in Ephesians though he is saying the same thing.. but if you understand what he is saying, "tongues" part is actually included.
Explanation below:

Compare to 1 Corinthians 14:26 and Isaiah 28:9-12 above.
A person drunk with the Spirit iwill speak like one drunk with wine which is Isaiah's verse,
[11] For with stammering lips and another tongue will he speak to this people.

And thus referencing 1 Corinthians 14:26, Isaiah v11 means,
"hath a tongue,
hath a revelation, hath an interpretation".
